There are responsibilities and obligations for both the landlord and the tenant. These are regulated by the Residential Tenancy Act, the National Public Order Act and the rules and regulations of the property.

If you are concerned about your neighbor’s lifestyle, the first thing to do is talk to them about it. For example, they may not have noticed their dog barking during the day.
If the disturbance continues and is excessive, contact the property supervisor. Complaints can be made to the supervisor by email and should state when the disturbance occurred. Usually a complaint is needed from two or more tenants in different apartments. Those making a written complaint should be prepared to appear as witnesses in the housing court if necessary, but such cases are however, very rare. The property supervisor will send a written warning to the harasser. The name of the complainant will not be known to the harasser.
If necessary, PSOAS will begin the process of terminating the lease. If the nuisance is particularly severe at the night time, use your own discretion to call the emergency number 112 and ask the police to come and calm the situation.
